I do not believe in the new (NSPS) system of getting added or reduced pay based on your supervisors preference. Presently in many cases the supervisor who has the ability to promote you is not the same supervisor you directly work for. In my case I work at Puget Sound Naval Shipyard, Bremerton, Wa. I have been assigned to work in various areas in the Shipyard for other supervisor non of which has the ability to rate me or promote me, the supervisor I'm technically assigned to, that can actualy promote and rate my performance, has told me he's not sure of what job I'm doing and the proformance at which I'm doing that job.
