I am concerned with pay banding in its entirety as it is spelled out in the NSPS Regulations. I am afraid that employees will not be fairly compensated for their accomplishments. As I see it, favoritism has a big influence on employee performance ratings. I envision this new way as another opportunity for the common worker to be manipulated and violated when it comes to employee rights, pay and union representation. I work very hard as a civilian worker where time with my family is sacrificed when I travel for the government and work extra hours to get a job done - which has been on a continual basis for the past 15 of my 25 years of service. I am afraid of the possibility that someone can change my pay based on other things, not solely how I perform my job. Without checks and balances that is what people do, intentionally or not.
