In reviewing the NSPS information published in the Federal Registrar I was unable to find specific guidlines concerning retirement. There are many employees that are nearing retirement, including myself, and we are concerned that the new system may change the retirement rules just as we near the time we can retire. The major rumor being spread is that the new system may try to base retirement on a high five year period instead of the current high three year base that most CSRS employees have used for retirement planning. We need to retain the high three year base for our plans to stay valid. Can you state at this time that there will be no changes in the CSRS retirement system? Will there still be a CSRS retirement system and will those of us currently in it remain in it? This is fundamental to many of us who have used the current structure of CSRS for years as we have planned our future. My concerns expressed above reflect a critical lack of detailed information reaching my level in the federal service. I know it takes time to work out specifics but I hope all these details will be in place prior to beginning the new system. Thank you for any answers you can provide.
