Comments:
It has been stated that the new personnel system is being implemented to make the DOD more flexible and responsive. The new personnel system doesn't address those problems. The way to make the DOD more responsive is to reduce the endless layers of management.The way to make it more flexible is by eliminating some of the management seams by having fewer Directorates.
