Since competitive areas can be defined to such small numbers of employees (of course, based only on merit factors), and management determines where employees go in pay bands, career groups, etc. it's possible that employees with many years of service will find themselves grouped in one competitive area. Then if a RIF comes along, they can be out the door, since RIFs can be limited to not impact other areas. Great way to fire employees who are nearing retirement, and not have to pay that huge amount of retirement!
