So far, the implementation of this new system isn't going very well. The 60 pages of legal mumbo jumbo references still other pages of legal mumbo jumbo in publications that we do not have access to. The new system "pay for performance" leaves the doors wide-open for abuse and will bring back and promote the "good 'ol boy" system. Lumping 12's and 13's into a single pay band as well as 14's and 15's is confusing and makes it harder to determine who outranks who, etc. There is already an adequate system to get rid of poor performers. Keep annual pay raises. In-fact there's nothing wrong with the old system. Good supervisors that follow the rules can always reward good performance as well as disciplining and/or removing poor performers.
