have scanned the federal register regarding the NSPS. I feel that this new system strips the employees of the DOD of the basic rights of employment law. One of the provisions replaces seniority with performance based criteria. I feel that this is discriminatory since age discrimination is against the law and since the people with the most seniority are older employees, this is wrong. How can so many changes be made to our employment rights without our consent. Instead of enticing more young people into government service, you are driving them away. Plus you are creating an environment where the employees that are able to retire will retire and not be around to pass on their knowledge and experience.
