I am very concerned about what I have read/studied on the DoD National Security Personnel System (NSPS). I feel that the implementation of this new system will destroy the civilian workforce and its mission. It will bring employee morale to a new low and create a system of favoritism. It will force co-workers to compete for pay raises and promotions which will destroy morale and the workforce! If implemented, it will be a major detriment to the mission and morale. The new system is very unsupportive of unions and bargaining which currently protects the workforce by striving for fairness in the work place. The union was originally established to protect the rights of employees and be a "voice" of the people. Any program that does away with this "voice" cannot be a betterment for the workforce. The current system that we are using has a measure of protection from favoritism by management. I see no measures of protection for employees in the new NSPS system. I agree that some of our personnel are getting paid for work they are not accomplishing but I will soon have 19 years of service as a civilian employee and I can honestly say that the majority of the work force take pride in their jobs and work hard towards our mission. Why penalize the good workers? Once NSPS is implemented anyone who is an excellent employee but does not "brown nose" to get ahead can expect not to receive salary increases. There is such a thing as poor management and the "good old boy" system is alive and well! Longevity is done away with under the new system especially where a reduction in force is concerned. Years of hard work and making the civilian work force what it is today has to count for something! We have nothing if we can't count our years of service. Isn't this supposed to be a positive change? How can a system that takes away employee benefits, equal rights, pay raises, promotions, union representation, etc., be positive for the work force? A system that bases hiring, firing, promotions, demotions on that of a supervisor, rather then of that of actual performance and then does away with avenues of appeal is NOT a good system. This is a system that imposes to make things better but in reality is just another slap in the face for the civilian work force. The new system, if implemented, will cause employees to feel inferior, will support favoritism of certain employees by supervisors and will destroy the mission of the civilian workforce. If no one cares about "us" and they continue to take benefits, pay raises, etc., without every giving anything back then why should "we" work hard to keep up our reputation with DoD and continue to support the mission? What's the gain in supporting a mission that continues to take and never give anything in return?
