The NSPS pay system claims to be a performance based pay system (Subpart C). Unfortunately this system is going to turn into a popularity contest based on upper management’s personal preferences. Women have made great strides to achieve equal pay for equal work and this system will inevitably take that away. The proposed performance based system will, in-truth, not be based on performance and will in fact be based on popularity (It’s the good ol’ boys club, just more in the open and with the federal governments blessing). The NSPS performance-based pay system is an incredible slap in the face to all who have strived to achieve equality in the workplace. The system would work if the federal government did not contain managers that are biased and bigoted. Unfortunately it does, and because of that, the system will fail miserably. We know what is going to happen when the system is implemented (i.e. Women, Blacks, Hispanics, older workers will not be promoted or advanced, receive the pay increses they deserve, etc.). I have personally had a career outside of the federal sector, working for several companies, and unfortunately men were (and still are) paid more for the same exact work as women. One of the reasons I came to work for the federal government was the fact that I would be paid the same amount of pay for the same work I performed. Unfortunately with the proposed system you are turning back the clock and showing the American people that white males will be paid more money, no matter what the situation.
