The more pay decisions are left with individuals (management) the more favoritism. The current system has problems; but does provide a partial remedy for arbitrary personnel decisions with step increases. Increasing management's control over pay is in line with "make government like business" thinking. The problem is government is not business. Few government workers produce "widgets".
