This system is the worst "good ole boy" system I have seen with the government. You can think that if a person is a good hard worker he will get the benefits. That is not so. We are all human and that will be the downfall of this. If a supervisor likes Joe Blow, the most worthless employee in the shop or office, and does not like Jack Hammer, who is the best worker in the shop or office, good ole Joe is going to get all the bonus. That is called human nature. Cost of living raises should be straight across the board. Since inflation goes up the same for all. This should never be a part of being divied out by management. We should all get the same. Cost of living has nothing to do with how good an employee you are. This whole system wreaks of favoritism. The old appraisal system did too, I have always gotten good appraisals so this is not sour grapes, but this new one is the worst. You are not only dealing with pay raises but, here again, cost of living. This is so unfair. Also, I do not feel this is fair to current employees. We have had a working system and this one is not fair to those that are getting close to retirement. This WILL impact retirement. As long as the "good ole boy" syndrome is there and the money WIll NOT be distributed fairly, it will impact retirement. Retirement is based on the the high three years. This is going to be a big impact even for FERS. The more you make the more goes into TSP. Please at least give some consideration to these comments. I am close to retirement but I have a son that is not and I would not like to see him hurt in this.
