Back in the beginning of the 20th century, employers were taking advantage of employees and working conditions had deteriorated to the point that the formation of unions became virtually mandatory to protect their rights. As the century went on, due in large part to the work of the unions, working conditions improved dramatically to the point that major work of the unions had been accomplished, hence their decline. These proposed changes appear to be the first step in returning to the days that caused the formation and growth of the unions to protect employees' rights. On the surface, they might appear good, but that presumes that all supervisors are upright, honest and moral individuals. As has been seen in the case of Ms Druyon, for one, this is not always the case. There are no safeguards for the employee in the case of the supervisor that chooses to work within the "good old boy" network, rewarding the favorites at the expense of others. While this may be a relatively small percentage, it has the potential to affect thousands of employees. Safeguards need to be incorporated.
