Sirs: I am a Union representative and employee of the FAA. I am writing to tell you "Just say no" pay-banding, and taking away employee rights to have a Labor Union fully represent them under Chapter 71. Pay-banding has been implemented here in the FAA, and is a total disaster. While touted as a "modern solution", it has actually had the opposite effect from what was desired. In reality what has happened in FAA pay-banding is that the highest performers have "capped out", after a relatively short time, and now their future earnings and retirement possibilites are poor. Employees were sold a bill of goods- that salaries would be increased above what the GS system could provide, becuase they would be tied to "market values". Then FAA Management refused to show the employees what the tie was actually to, then MGT simply froze all pay bands. Period. Result: No faith at all in MGT, in the pay system, or in the future. It has been an absolute disaster for employee morale and productivity. Instead of focusing on the job, now employees are pitted against each other to brown-nose the boss, in an attempt to get a few crumbs. The awards program does not work. And employee pay is a secret. Now managers are getting bribes from employees to give them the pay raise. If you want to give half of your raise ($1,500 ) to the first line supervisor- well, that is the best way to ensure you get your raise in January. This, sir, is what Pay-Banding is all about. And with no Union to level the playing field, the abuse will be horrendus. So that is what you want? Bribes for first line supervisors to line their pockets while the working class tries to do a job for the American Public?? That is what this proposal will lead to. I urge you, with all my heart, to give up this folly. Sincerely, One who is living this hell now in the FAA, and hopes it does not spread elsewhere.
