This new system is just a way for management to give increased pay to friends and family without all the checks and balances which are now in place. It also leaves the door wide open for management to so called keep people in their place by not giving them raises, now it's just in the form of not getting promotions. You think the post office personnel goes postal, you have seen nothing until you open this door. It will put the workforce and management in situation where violence in the workplace will become commonplace. This nonsense must be the dream of someone who is wealthy or someone who is in a management position, because it will place more stress than necessary on the workers and encourage the persons who have "someone looking out" for them as overseers. This type of pay system seems to be more advantageous for factory workers or piece mill work, not government work!
