I agree with many of the comments made. I'm not sure that any of our comments will make a difference. When push comes to shove, the Government will do what they feel is most "cost effective." I have been in my position for 6 years and have had numerous supervisors because they are Military who move around the facility or PCS. I am very concerned that the people that will be doing my performance rating are the same ones that I don't work with or have known me for 10 minutes. Is NSPS a system that will prevent Supervisors from attacking the civilian work force through their appraisals? I don't think so! How would these Congressmen who will be reading these comments like it if we wrote their appraisals and performance reports that decide their future?
