Several years ago, when the PARs system was a numerical 1 - 5 level rating system, I tried to be fair and rate an employee a 3 (successful). I was the only supervisor out of 20 who rated an employee a 3. All the others rated 4, because a 4 was easily defendable and documentation was not required. How is the pay for performance going to work any differently than the old PARs system? People take the easy way out. I imagine that some effort will have to be applied by supervisors to give the good, hard working employees a raise, or to dock the poor performers. I suspect that the raises will only be given to the "chosen" favorites and the buddies. I guess we all need to learn how to golf with the boss if we are to advance. I have been employed by the DOD for over twenty years and have never seen a time with out favoritism. Thanks for nothing.
