I have read the proposed regulations for NSPS. On the whole, these regulations strike me as an inadequate replacement for the General Schedule system it proposes to displace. In specific, It is my contention that NSPS will allow even greater management blunders in management/employee matters than previously while increasing the amount of "shielding" between management & the consequences of their actions. The only reason I see for NSPS is that The Secretary of Defense had trouble hiring his own people in the timeframe he desired. That is one of the things the GS schedule & current Civil Service system was designed to limit. As a consequence, now Sec Def wants his own little system that may answer his needs now, but will most likely be a major pain for his successors. Also right now, you have a system that can serve the US Government no matter what department you are in. All NSPS (& similar sytems) are doing is splintering a standard system (or kingdom) into many smaller fiefdoms.
