I have worked for the federal government for over 23 years. In that time, it has been my experience that employee performance appraisals are overwhelmingly subjective and biased, and based not on employee performance but on the supervisor/employee relationship. In my opinion, this proposed NSPS system will only serve to encourage and exaggerate a corrupt good ol' boy, promote your buddy, prejudiced, discriminatory, promotion system. Performance standards need to be established that are objective and not subject to personal preference; the NSPS system does not do that. The government needs to remember, it is the loyal, dedicated, conscientious employee who shows up to work everyday, the one who puts his shoulder to the grind stone that makes sure the job gets done, and is done right. It is this employee that deserves recognition for his work and protection of his job and status from his country; not the boss's fair-haired boy.
