The only concerns I have is for the returning combat veterans and possible unnecessary layoffs of current employees. Civil Service originally benefited people who had lost opportunities for employment because of wartime service. I think 5 points in inadequate. And of course I think that pay scales for civil service are much too high for the level of education and training required for positions whose job descriptions are way out of proportion to the actual service performed. Far too many bean counters and dead wood. I put twenty years at sea with the Navy and MSC where one of us could do as much maintenance and overhauls while watchstanding in the engine room than several people do in the shipyard with very little paper other than the machinery history. I've always been a Union man so I believe the Unions should be partnered with Management in constructive ways, such as the Merchant Marine schools, perhaps the Navy can promote USAFI type education for yard folks to identify and educate gifted and aggressive employees. You can't tell a book by it's cover. Enthusiasm isn't enough. I have over fifty years with the Navy and wish I could start over again. Wouldn't change anything. Thanks for reading this.
