Comments:
1. Under NSPS pay and bonuses will depend on funding each year from DOD. I think most of us with any history know the negative outcome of such a system. Pay, raises and bonuses will succumb to the "hot weapon" of the moment. "Pay for performance" will become a popularity program. Most managers are incapable of administering the envisioned program fairly. If implemented, this will be a "Ass Kissing" contest. 2. Under the proposed program, job security will disappear. It will be replaced by the "Popularity, Ass Kissing" program described above. I believe my current manager could fairly administer this program. His supervisor, (My Senior Rater) could and would not. 3. Federal employees are CIVILIANS, not military. They should never be subjected to involuntary deployments. This would not preclude volunteers. 4. Although I am not a member of any union, I believe this is nothing more than "Union Busting." We enjoy many Union negotiated benefits, such as, flex schedules, overtime rotation equalization, representation when discipline is administered or contemplated, advanced notice of schedule changes, etc. The NSPS asssumes all supervisors are knowledgeable, fair and unbiased. Such is not the case. At my age, the new program would not affect me much. I believe we owe it to future government employees to oppose it.
