The NSPS does not address the issue of employee promotions! It does say a lot about about preformance apprasials and discusses the consequences of good and bad performances, but promotions are not considered. One of the biggest shortcomings of our current personel system is the lack of promotions. Currently people must watch and search for a vacancy in the next higher grade and then apply and compete for it with NO guidance or recommendations from their supervision. It appears from the lack of any guidance on this, that the NS personel system will have too operate the same way. Why isn't there a means to promote and advance the best performers? Surely with such increased supervision and review of our performance the NSPS could have found a way for supervisiors to recommend their best workers for promotions. DOD needs to identify and quickly advance the best civilian performers also.
