I AM NOT VERY FAMILIAR WITH THE NSPS PROCESS BUT FROM WHAT I HAVE READ AND HEARD IT DOES NOT FAVOR CIVILIAN EMPLOYEES. THERE IS NO PROTECTION FOR THE SERVICE THAT THEY RENDER TO THIS COUNTRY. WHAT HAPPENS WHEN THE MILITARY DEPLOYS? WHAT WILL HAPPEN TO THE RIGHTS OF CIVILIAN EMPLOYEES ONCE THIS TAKE EFFECT. WILL THERE BE GRANDFATHERING FOR THOSE WITH MORE THAN TEN YEARS OF SERVICE OR WILL THEY JUST BE PUSHED OUT THE DOOR? APPARENTLY NO ONE HAS THOUGHT THROUGH THIS PROCEDURE BECAUSE, CIVILIAN EMPLOYEES WERE AROUND BEFORE 911. IF THE ISSUE IS HOMELAND SECURITY, THEY ARE SCUTINIZED MORE CLOSELY THAN ANY OTHER GROUP THAT FREQUENTS ANY MILITARY INSTALLATION. THEY MUST PASS EXTENSIVE BACKGROUND CHECKS BEFORE THEY ARE EVEN ALLOWED TO WORK. HOW COULD IT BE BENEFICIAL TO ELIMINATE THEY JOBS OR LIVELYHOOD? CIVILIAN EMPLOYEES ARE THE CONTINUITY OF THE DEPARTMENT OF DEFENSE. IT ALSO BRINGS THE QUESTION, HOW DOES IT IMPROVE MORALE TO HAVE SUPERVISOR'S WITH SOLE POWER OVER AN EMPLOYEES LIFE. IF THE SUPERVISOR IS NOT ONE OF GOOD MORAL CHARACTER THEN YOU HAVE EMPLOYEES AT THIS PERSONS MERCY, WHICH BREED CONTEMP, SEXUAL HARASSMENT AND MANY OTHER THINGS. IT SAYS THAT THE EMPLOYEE HAS NO RIGHT TO AGREE OR DISAGREE ON HIS OWN BEHALF, IT APPEARS THAT RIGHT, WRONG OR INDIFFERENT THE SUPERVISOR HAS SOLE DISCRETION OVER AN EMPLOYEE. THIS APPEARS ON THE SURFACE TO BE A BREEDING GROUND FOR LAWSUITS AND CLASS ACTION SUITS. IT APPEARS TO TAKE AWAY EVERYTHING THAT THE INITIAL CIVIL SERVICE PROGRAM HAS STOOD FOR OVER THE YEARS. WHAT WAS WRONG WITH THE SYSTEM THAT IS CURRENTLY IN PLACE. IF SUPERVISORS WOULD DO THE JOB THAT THEY WERE HIRED TO DO, THEN THERE WOULD BE NO NEED TO CONTINUOUSLY CHANGE THE SYSTEM. MAKE THE ONE IN PLACE WORK AS OPPOSED TO CHANGING IT TO BENEFIT ALMOST NOONE. AFTER READING WHAT I HAVE READ SO FAR THERE IS NOTHING BENEFICIAL IN IT FOR THE EMPLOYEES WHO HAVE PUT IN THEIR TIME TO HELP MAKE THIS COUNTRY WHAT IT IS. I REALIZE THAT IN MOST INSTANCES THE CIVILIAN SECTOR AND THE MILITARY ARE TREATED DIFFERENTLY, BUT HOW DOES THAT JUSTIFY BRINGING IN CONTRACTORS TO TAKE OVER. I SHUTTER TO THINK WHAT WILL HAPPEN IF CERTAIN JOBS ARE TAKEN OVER BY A CONTRACTOR. I REALLY DON'T THINK THAT THIS PLAN WAS VERY WELL THOUGHT OUT PRIOR TO IT INSEPTION. THERE WILL BE TOO MANY PEOPLE FORCED OUT OF JOBS WITHOUT A SECOND THOUGHT BY THE PERSONS IN CHARGE. AS FAR AS AWARDS GO, THE CURRENT SYSTEM IN PLACE DOES NOT AWARD THOSE THAT WORK HARD DOING WHAT THEY ARE PAID TO DO. IT REWARDS ACCORDING TO HOW MUCH FREE TIME ONE GIVES AFTER WORK WHICH OVERLOOKS THOSE WITH FAMILIES IE SINGLE PARENTS, FAMILIES WHERE THE MILITARY MEMBER IS DEPLOYED AND ONE PARENT IS LEFT BEHIND, PEOPLE THAT HAVE TO WORK TWO JOBS IN ORDER TO MAKE ENDS MEET. THIS SYSTEM IS PROPOSING TO PUT THESE PEOPLES LIVES IN JEOPARDY BY NOT ALLOWING STEP INCREASES, MONTARY AND TIME OFF AWARDS. WHAT ABOUT THOSE PEOPLE WHO ARE NOT RECOGNIZED NOW. THEY WILL NEVER BE RECOGNIZED FOR THEIR HARD WORK AND DEDICATION.
