I am a female I've been employed with the (DOD) Federal Government for the past nineteen years and it's unethnical and immoral to implement a system that creates such destruction. My reasoning for saying that is because of the "GOOD OLD BOY SYSTEM" that needs to be elimanted if we should implement a system such as NSPS the "GOOD OLE BOY SYSTEM" will be alive, active, and, well than ever before. So often managers speak about low morale or no morale what do you think the work force will consist of if a system of such is intergrated with the Federal Government. If the current system is effective why create a system of destruction.
