I am extremely unhappy with the NSPS proposed regulations. Under NSPS, pay increases will be based primarily on performance and/or contribution, and unacceptable performers will not be eligible for pay increases. I work with only 33 government employees ....most are extremely hard working technical engineers – a few non-engineers. Everyone at our Command receives a well deserved award. Some get more than others based on performance. We do not have a non-worker. I do agree with simplifying job classification. The same grades at different activities have different levels of responsibility. The classification accuracy has disappeared. I don’t understand how positions will be grouped in broad career groups and pay schedules. (Occupational Clusters) We are a small command. We have one person responsible for the Comptroller functions, Personnel, FOIA, Management Control Program, Credit Card, Travel, Training, EEO, Postage, CER Program, and the Command History. Of course they work closely with our CO and our senior government employee. How will you classify this job? We do not want to hire more non-engineers. My opinion: All Team work will end. Our brilliant engineers – with zero personality and or quiet – will not get recognized. The best and the brightest will be driven out of the government. You will allow our senior civilian punish employees in their paychecks. This will create a pay-for-performance system that puts employees against each other for pay increases. This will cause workplace abuse. Bosses will play favorites! It will serve to foster favoritism and hard feelings. Employees will me demoralized – and the idea of letting a manager hold that much power will be terrible. You will not attract and retain high quality talent. I believe this is a lose situation, sad for our nation. It will definitely lower morale, impair DOD’s recruitment and retention efforts, and impede the agency’s mission. People are already afraid to write in and make comments. I am happy I will be retiring.
