pages 7560-7563 Performance Based Pay etc. Government by nature needs a standardized system to shield employees from abuse and special agendas. The current system has some protection from favoritism and unethical agendas by management. The system we have was created to shield us from political agendas and internal abuse. Pay banding, with the so called “performance pay” could lead to much abuse. If the management doesn’t look favorably on an employee he/she could end up with a very small annual raise, impacting career employees for the rest of their lives. These proposed standards are way too vague in determining how to measure and reward successful performance. Managers with special interest agendas will favor yes men over honest performers. People with integrity and principle are not always looked upon favorably. ENRON and WORLDCOM are blatant examples, but the business world is full of the same kind of stuff, just on a smaller scale. We have enjoyed freedom from much of that in the government. Many of us see ourselves as true Civil Servants. It is a joy to be free to serve, the best we can, without having to worry too much about office politics, back stabbers, unethical agendas and the like.
