The NSPS is already eroding employee confidence, morale and team spirit with great significance. It is quite clear it will be a politically motivated tool to make the federal government management more ineffective and easier for adverse manipulation regardless of the outcome. It is a system flawed with vague objectives, directives and destined for failure. While the GS system was not perfect, it at least could have been rehabilitated and amended in problem areas. In other words, it is not broken. The pay band of the NSPS will penalize and restrict a hard working career employee whose pay, performance and morale could be eclipsed by a underachieving but favored employee who can be promoted without contest to a higher position. The GS performance rating system is one that can be achieved without the intrusion of personality conflict. Under NSPS, managerial personality conflicts will intrude upon the rating, pay, and performance evaluation system. The NSPS does not provide adequate recourse for an adversely impacted hard working employee. The NSPS opens the door for rampant and unbridled favoritism, political manipulation, managerial abuse, morale damaging and employee harassment. In a military system, it will only reinforce the rather immature and unprofessional "we versus they" perception that the military brass often has about civilians on the workforce team. No war will be won without civilian support. DOD is too large of an organization and too politically dysfunctional to initiate an unproven system on. If OPM is concerned about brain drain or the exodus of qualified employees, the NSPS system will create the climate that will handicap the federal government for years to come, maybe permanently. Think about the consequences in the years to come when it comes to terms that DOD will have to be scaled back to offset the huge budget losses and record breaking budget deficit brought forward by political deceit and justification for the war in Iraq. Under the NSPS, DOD employees will have to bear the brunt of budget losses with their own personal income because of the unjustified actions of politicians and higher ranked brass who were not part of true team. I urge Congress to eliminate and dispose of the NSPS system before it causes irreparable damage to our federal workforce and national product. It is quite clear that it is only intended to bash federal employees with the immature and unprofessional political attitude that distracts from the ability to competently manage the federal government with its existing hard working public servants. NSPS is a system destined to failure. Stop it now before it really becomes a problem out of control.
