5CFR Chap XCIX, General Provisions Subpart A, "Continuing Collaboration"...Within this subpart, on page 7557, in the last paragraph, the rules state: "While the proposed NSPS regulations establish the overall NSPS human resources mangement system, there are several areas that will require DoD to promulgate implementing directives, instructions, manuals, and other issuances that provide the detailed procedures needed to implement the system". The paragraph goes on to offer as an example the reconsideration process for performance ratings: "The specific procedures for that reconsideration process are not spelled out in these proposed regulations; rather, they will be established in internal DoD issuances..." This question is directed to the idiots who cooked up this half-baked excuse for a personnel system: WHO DO YOU THINK YOU'RE TRYING TO FOOL? This so-called "comment period" that expires March 16th is a joke, since you have provided few details as to how the plan will work, and said details will be implemented later WITHOUT soliciting further comments. NSPS looks like it will be implemented on the fly, piecemeal, just patching things together as we go. This is analogous to trying to build an airplane while it's in flight...absolutely moronic. This is to be expected from the same idiots who botched the planning for the Iraq war. You should hang your heads in shame. Thank God for term limits. NSPS WILL DESTROY MORALE AND IT WILL FAIL!!!!!!!!
