DOD ISSUANCES: Much more efficient to meet mission and real-world changes than going to Congress to change the CFR or US Code. LABOR RELATIONS: Bargaining on national issues does need to be at the national level. We spend valuable time at the local level pretending to negotiate matters over which we really have no control (travel voucher split reimbursement, etc). This is a nice balance between local bargaining and national. PAY FOR PERFORMANCE: This can work fine within the pay bands, and does contribute to motivation and weeding out those who don't want to be part of the working team. Defining quality work is not easy, however, and Army's idea of rank-ordering all employees in a worksite could be a quagmire. It's not as big a problem as some would have you think.
