No section cover this question: When will DOD employees see a NSPS Pay Scale? Will the pay scale be a National Pay Scale, or will different areas of the Country be in a Different Pay scales? Your FAQ mention no one will loose pay, in the switch over. I hope that NSPS, will take into consideration, there are many difference in DOD pay levels, If you compare Marine Employees and Navy Employees, you will see that the Navy Employees are at a higher GS level. The main reasons I can see, is that the different Armed Forces has different budget levels. The Navy has more budget money then the Marines. This is why the Navy pays their employees a higher level. If you compare salary to what the local area is paying, you will see that the DOD is way under pay. If DOD wants quality employees, they need to pay them what the outside market is paying their employees. It is a know fact that younger employees come in, get the training, then leave for a higher pay, doing the same job as they did for DOD. It is really time to adjust pay levels for all DOD employees to make if a fair pay system for all. Thanks, for your consideration.
