The NSPS (Nobody’s Safe Personnel System) is way off base. First off, please ask yourself who came up with this system and when was the last time any of these people applied for a job? I would love to know what the average number of years is since any of these people applied for a new job, and by that I do not mean transferred or promoted. C.O.L.A. is for all intensive purposes abolished. So how can this system attract new talent if the hiring wage will now be frozen indefinitely? I had to take a pay cut to come here from a CPA firm so how is the new system supposed to help attract new employees if the hiring wage is now frozen? It cannot and it will not attract new employees that are talented. Everything I have read that is put out by you is saying that the unions were involved and helped out etc. But then I read that every single DoD union is filing suit over this system being implemented. If this system is so great please be honest with everyone and stop saying that the unions were actively involved in coming up with this new system.. The new system gives way too much power to supervisors. It promotes favoritism and office politics. This was the reason I came to work for the government, to get away from the favoritism and office politics of the CPA firm I was working at. If it is a true pay for performance system then every DoD office would have to be budgeted for everyone to be promoted to the top of the pay-band, otherwise it is really a pay for what is budgeted system which is a horrible idea and system. Please rethink your rash decision to “fight the war on terror.” This system helps nobody but management. Take a poll if you don’t believe it. This system is already killing morale. I have not spoken to one person in favor of this system and please look at the postings they are 100% against this system. 100 %!!!!!!!!!!!!
