Comments:
I feel that the NSPS typs the power over to the management without making them accountable to prove any reason for thier actions. I also feel that the removal of the step system is wrong because the good old boy system is the only way you get any reward for your service to the gov. service, and the number of years you have given should have a reward as per the step system we all ready have in place. We shouldn't have it set up so the only way you get rewarded if you are liked by the persons in charge. because the only ones rewarded is the people who are ones who are connected to the good old boy system.
