Who is responsible for shaping what will become the NSPS? Is it the PEO, Mary Lacy, or the Deputy PEO, Brad Bunn? When Mary Lacy and Brad Bunn have delivered a fully implemented system a few years from now they will move on to other assignments. Is it the Secretary of Defense, Donald Rumsfeld? When Secretary Rumsfeld decides to retire another Secretary of Defense will assume his responsibilities for another watch. Is it the Congress? Congress has other business to attend to. Is it the Unions? The Unions can add their voice and experience. Ultimately it is every individual who will work in the NSPS who will decide if the system performs the mission that it has to perform for the country we serve. There are some top performers among us, but not one of them can do the job alone. It is up to all of us to combine our unique talents and abilities to accomplish a common goal of keeping this country safe and secure. When we acknowledge that each individual has an essential contribution to make then we will have true pay for performance. It is up to the employees to shape the NSPS. From the Secretary of Defense all the way down to me we are all employees in the end.
