Your proposal includes insufficient detail to allow any comments of substance so I must stick with generalities. As a supervisor, I am troubled by the number of hoops required to remove a non-performer, so in that aspect, I look forward to the limits placed on the appeals process. My employees are continually barraged with DOD/DON policies that make them feel unwanted and unappreciated. A-76 Outsourcing Studies, Navy Marine Corps Intranet, and "Transformation" are all efforts to push federal civilians out the door. I am concerned that fears surrounding the implementation of NSPS may be the last straw for many dedicated hard-working individuals, who feel that there is no job satisfaction left to compensate for the excessive volume of bureaucratic nonsense that must be endured daily.
