I have worked for the Federal Government for twenty plus years, both in military uniform and currently as a GS employee. The only thing that should scare the American people more than this proposed plan is this proposed plan with final details. Where are the SPECIFIC details as to career groups, pay bands and locality pay adjustments? They seem to be conveniently missing from this announcement. Are we going to get another reading in the Federal Register once DOD finally figures out the details? Does anyone in the ivory tower understand why the GS system was created in the first place? It was created to avoid the same problems that this system is going to perpetuate. This proposed system will pit employess against one another, so much for organization cohesion. This system will allow for favoritism, oh to bad you are a poor performer says the boss who happens to be great golf buddies with your coworker. Guess who is going to get the big raise? This proposal will stifle discussion with the boss and higher management since employees will be afraid of saying something that the boss doesn't agree with, woops there goes that raise next year. In summary, this proposed new system will result in everything that the American people do NOT expect and, this proposed system, is the true threat to national security. This proposal has no merit and is an absolute insult to all hard working,.dedicated GS employees. If this system is allowed to go into effect, I suggest that you hire several thousand additional EEO and Inspector General officials because there is going to be a waiting line for complaints. This system is designed to strip employees of any power, to silence those GS employees who might see a need one day to speak up on behalf of the American people to protect them form a wrong or illegal decision by their boss and to drive pay down to the McDonalds level. All I can say is, do you want that supersized? NSPS should stand for Now Strip our Personnel System.
