Comments:
1) NSPS will have a destabilizing effect on government agencies, particularly those that require a high level of expertice. The work force will be more trancient, moving in/out of the government sector at a higher rate, especially with the FERS retirement system. In general, longevity of employees creates more depth of knowledge in reguards to their area of cognizance and relating government regualation. The one thing that is needed in government is stability, even if it costs more. 2) I hired in under a "contract", so to speak, that NSPS is going to change without my consent. That is not right. 3) With NSPS, I will have to change my focus. More effort will be directed towards playing golf with the boss and less towards my product.
