When will DOD employees receive the full details on this new personnel system that's apparently going to be put in place, yet no-one knows the details? How does one make an analysis on a program where so many of the details are missing? I don't follow why so many key details are missing when everyone seems to be pushing this yet no-one knows what processes will be in place and how things will work. I'm also concerned about promotions under this new system and the influence "manager" will have and at what level? By the way shouldn't the DOD employees have access to the full details of this NSPS plan prior to its enactment? I'm not aware of any real efforts to provide specific details by OPM or the various HR CPAC and CPOC units..... do they even know? IT would be nice to see how my future looks, given that this "system" has already been approved.
