Nothing in HR 1588 gives DOD the authority to waive/modify/or circumvent any provision of 5 USC Chapter 71, however Section 9901.906 does that by usurping the authority granted the Federal Labor Relations Authority in providing resolutions in accordance with section 7104, 7116, 7117, 7123, 7134, 7132, and 7105.
