Comments:
The proposed National Security Labor Relations Board described in Section 9901.907 is held to a lower standard than the members of the Federal Labor Relations Authority in that they do not have to have the "advise and consent of the Senate" as provided for in 5 USC 7104. The appointment of the members has been diminished in that the appointment authority has dropped from the President to the Secretary of Defense.
