Comments:
The proposed regulation does not address the hiarchy of DOD issuances as it would apply to conflicts between those issued at the DOD level and those issued at the Component level as discussed in 9901.903. Like wise it does not discuss the application of existing directives which may be out dated or no longer appllicable to current situations.
