Majority thinking is... No matter how much "training" a supervisor and higher management is given, there will always be favoritism. So if a supervisor really likes you he will give you a higher raise and vice versa if he doesn't appreciate you, a smaller recommendation for a raise if at all. Even if the supervisor recommends a higher raise, if someone or somebodies on the "panel" (or whatever the next group of review people are called) don't appreciate the employee, the recommended raise will be lowered. This entire area definitely needs improved upon.
