Comments:
Currently there is not enough information to make a qualified assessment of the proposed personnel system. On the surface, it appears that the new system will depend more on how the supervisor likes an employee rather than the employees performance. It will be much more effecient to fix problems the existing system than to implement a new system that will have its own set of new problems.
