I am concerned that NSPS gives the appearance of fostering favoritism in how employee's pay will be set. Currently the only effect the supervisor can have on favored employees is the system of awards currently in place. Under NSPS, the supervisor has the ability to set favored employees pay at the top of the pay band. I don't see enough checks and balances in the proposed regulation to ensure this does not happen. The Lab Demo and Acq Demo projects currently in affect for Air Force are voluntary participation programs for employees. I believe that NSPS should initially also be a voluntary program for employees and that they have the capability to opt out. Once other employees see the benefits of the new system, they could opt in if so desired. Without testing of this system I don't believe NSPS should be implemented.
