Pay by Performance - do not agree with this at all. This just opens the door to the Buddy-Buddy system. We already work in a society where it is not what you know that gets you promoted but who you know - whether they qualify or not. This just opens the door more widely. Seen this happen over and over again in my 23 years of civilian service. It seems those that are really hard workers and are so deserving are more or less ignored and without their step increases, they would get no where. Even those aren't great but every little bit helps.
