Comments:
Pay Bands: I do not agree with the proposed method of rewarding employees. During my years (21) of Federal Service I have seen employees be treated differently because they are liked or disliked by their Suprvisor. This will only give them more power to reward people they like and to hurt the ones they don't. This doens't necessarally mean that the supervisor will like the best qualified person for the job - it means their friends will be rewarded and retained.
