Because of the underlying distrust of federal workers at the lower levels, towards managers and military leaders, past abuse of the rating system and awards, the new system will only exaserbate the situation. From talking with my fellow workers, many of them are already preparing to look for other employment. Talk about a brain drain, replacements will not be trained or qualified to fill the open positions for at least six months or more. The much touted Palace Aquire used to bring in "qualified" new people, doesn't bring in people with the years and years of "hands-on" experience necessary to get the job done.
