It's about time. The current Civil Service Pay system (which I am part of) promotes low productivety and punishes your good workers. It is almost imposssible to fire or take action against a worker who does barely enough to got by and or spends allot of time undermining the units mission. The new system should allow management (which I am not part of) to reward the best performers and to properly compensate poor performers.
