The new NSPS seems to be very subjective in nature. Most of the individuals that I've talked to have agreed that it will likely cause more internal friendships based on personalities, etc. rather than performance. In the current system, it's the supervisor's responsibility to ensure their people are performing at the appropriate level. This should continue to work fine if the supervisors are held accountable for their employee's performance. The new NSPS will cause internal resentment and jealousy amongst employees. Certain pay amounts will not be public knowledge (i.e.- pay for performance) and there will be more secrets amongst employees. This will definitely be worse for the workforce morale. In my opinion, this is a bad idea, and upon the trials from spiral 1, we'll be able to verify what I've said. This gives far too many sweeping powers to the upper echelon of DoD. There should always be a regulatory and review system in place to prevent mis-handling of situations, just as our government has the Executive, Legislative, and Judicial branches to balance each other.
