I think this is all good; improving what we have is good and the current system needs improvement. I am disappointed in the new "Performance Based Pay" and awards concept. After more than 30 years in Federal Service and working for three agencies the concept of supervision determining performance has never worked and will never work. Supervisors are human and no matter how clearly defined, regulated or instructed there will always be supervisors who abuse the system when it comes to favoring certain people and disfavoring others. The "Good Old Boy" malady is present and can never be erased as a part of human dynamics. During my career I have benefited and also lost out on occasion due to this problem. Why did we not take this opportunity to really reform performance appraisals/evaluations and do something along the lines of a 360 degree performance evaluation. There have been enough studies and data available to show the benefits of such a system. Supervision is part of the 360 degrees so they would still have input, but with out the input of peers, co-workers, partners, customers, etc the system will never adequately address "true performance". Sorry, you've done a great job on coming up with a new system but I feel you really missed an opportunity to address one of the MAJOR problems with federal employment.
