I think this proposed NSPS is completely void of any worthwhile thought. It sounds completely arbitrary and capricious. When something is not broken why mess with it. Congress has been adequately running the civil service for many years. Our country was founded on the principles of democracy. We have recognized for many years that when you vest power in one person the power is subject to be misused. This system obviously is vesting too much power in the first level supervisor. When the level of ones pay is tied to one person too much room for misuse is present. One has only to read MSPB case law to see when the checks and balances are in place some still find ways to misuse the system. Without those checks and balances How will those misuser be held accountable?
