Comments:
As a DoD employee with 25+ years of experience, both management and non-management, I believe this new system is an open invitation for widespread abuse. Even with the rigid processes currently in place, there is no faith in management's ability - or intention - to apply the system fairly. The proposed changes are rife with built-in conflicts of interest (rater and ratee within the same pay-band?!). The RIF rules changes will likely lead to open season on older employees. While I will be the first to agree that the unions are guilty of outrageous abuses themselves, I can only hope the suit filed by the unions is successful in stopping implementation of this change.
